If I bought the ko4 what other bolt ons would I need besides an intake and downpipe and cat.

yeah if your insurance is already high an s4 would not help. either go for the 2.8 and do the pes, or the 1.8 and do either a ko4 with aggresive (wich will get you very close if not to your goal of 250hp) or go bt.
