I have a DOA ballast from VVME right now as well. Let's see how they want to take care of this. The 3 options they've given me are not satisfactory! The best option is "send it back to us and pay for shipping..if it's broken, we'll reimburse you for shipping.." Shipping is ~$90 to send it back! Do you really think they'll reimburse me?!

I guess my view on this whole damn thread is this...
Buy another damn set!! for $70 and you'll have an extra ballast for the next time this happens, or sell the other ballast to another member. Maybe $70 is a little bit more easy to spare for me than other people. In the end, buying two of these kits will still be less than most others.
I've been using my VVME kit since July no problems - and that means they fire at -30 here in fargo. If I have any problems I'll just order another kit. Problem solved

I must be on crack. Where can you ship to china for $15? It fricken costs $9 to ship a 2lbs package from SanFran to LA via UPS ground. And I know I can't ship to China via ground.

It's not a money thing. It's a principle thing. I don't care if it cost $5, the point is I gave them money and they sold me a product that didn't work as promised. I agree that buying 2 kits is cheaper, but that's not the point.
