I know this post is old but I called the eBay seller because I have the same problem. She told me that you have to replace the bumper struts to go from the one with the washer holes to the one without. She was unable to give me an idea of cost for that.

 

good call on that. I bought the caps from ECS. I found out the other day that my headlight washers WORK! The capless bumper won't work
