Default 1998 A6 Shifting Delay (5th Gear) 75MPH

I just got my new transmission control module replaced on my 98 A6 but I think the shift from the last gear(5th gear) seems to be slow or never shift. All the gears from 1st to 4th seems to shift normally at 3K RPM. So I was wondering if at 75 Miles per Hour speed, is it normal for the car to be at 3.25K RPM on an 1998 Audi A6 2.8 L 30V. 85 MPH is at 4K RPM. Is this normal. Appreaciate it if you could provide me the normal RPM for 60 MPH and 75MPH speed.

I can't even get my triptonic to actually shift up, no matter what the RPM. It'll down shift, but not up.
