When you first start the car both black vacuum pots should be compressed, you will need to remove the plastic cover to see them. If one isn't compressed it could be a vacuum issue, or a restriction from the flaps. You can tell whether the flaps move freely by manually manipulating the pivot points with the vehicle off.

In my case both actuators arent compressed, inlet flaps moves without any issues with hand, suspecting vacuum, any sugesstions where to start to look?

Trace the vacuum lines back from the pots for leaks. It could also be the black electric solenoid(s) under the pots that open/close vacuum to the pots. Good luck.

When engine is off if I press actuator I hear air is going out from the solenoid, shouldn't solenoid be closed? Same with engine on, seems solenoid magnet is stuck? Am I right?

Update, I have managed to fix vacuum issues and flaps now actuated, multiple cylinders misfire gone, only have misfire on cylinder 7, checked bank and saw 1 broken arm on inltent actuator righ side of engine where 7 cylinder is located, getting arm replaced, also I am having rough idle it is related with intlet if not fully operating? How about trotle body adaptation after arm replacement?
