Can that rivet at top inside of front wheel well be removed?

Default Can that rivet at top inside of front wheel well be removed?
New wheels w 30 offset are rubbing on it... Can that plastic rivet come out?

Solved Removed screw & rolled fender a little. No more rub on the brief run around the block (dips in a few roads). Thanks for the help!
