Door won't open from inside?

Door won't open from inside?
Removed the panel and found a white tube with a thin metal wire inside that one end attaches to the handle and the other end to the door lock itself. Does anyone know what I'm describing is called?

Its an actuator, cable. Go here: http://members.***.net/jmess5/A6C5PartsList.pdf and you can look it up page 101 and 102 (pages 24 and 25 of the pdf).
