Arrow Headlight adjuster not working. Is there a quick fix?

I realized recently that both of my headlights were basically aimed at the ground. I had very limited sight distance on a recently drive through some poorly lit roads and Im trying to resolve the problem before I leave tonight for 7 hour drive through the night.

The DS headlight adjusts fine on both axes, but the PS light will not adust up or down, the white gears on the back appear intact but there is no resistance compared to the DS. Is there another way to adjust them? Can these gears be worked on by removing the back cover of the light or would I have to remove the whole assembly?

First, pull fuse 10. Second, try manually adjusting the lights. If the gears spin free, you need a new assembly.
