I'd begin looking fo a short circuit --do the headlights go on with the brake lights during the day?

Try unplugging the brake light switch at the brake pedal, then turn on your headlights. The brake lights should not go on without the wires connected to the brake light switch. When the brake pedal is against the switch, the contacts are open. When you push the pedal down the contacts close, which turns on the brake lights.
On the 1996 Audi A6 Quattro I have, the brake light switch has four pins. The two large pins are for the brake light circuit. The two small pins may go to the transmission control unit.
You may have a short circuit between your head light circuit and you brake light circuit.
