Its either a short or a bad module at this point, but the module needs to the correct one.
What are the fault codes in the brake electronics? If you can't communicate with the ABS/brakes it probably is the module.

Bosch 5.3 module correct? A faulty module can cause these types of problems? I guess it won't hurt to try it I've got one. I do not have VAG-COM and have not communicated with the brakes at all. All I have is an OBDII code reader... Thanks for the reply!

UPDATE: I put in another ABS module from a donor car and, it does not seem to make any difference.
-brakes lights stay on with headlights but work fine with headlights off.
-the front passenger marker lights up when ever hit the brakes.
-Dash say "Brake light" but all bulbs are new and working. Also it makes a "beep' every 30secs pretty much. (extremely annoying)
-ABS light on as well as the BRAKE light blinking

Again Thanks. Any input would be greatly appreciated. Thanks

Are you sure it's the Brake light and not the Fog light.
