I had the same problem and it turned out to be the far left fuse located on top of the battery box.
Others with the problem have found that they're fan control module failed. I think its about ~$100 part and can easily be replaced as a DIY. Its located under the battery box.

Im just hoping I can fix her up enough to sell her befor I have to do the timingbelt and wahterpump. The car has been down for 2 weeks.

Anyways:
Ive actually had this problem too. But this is how i fixed it...
first check if you ahve the green temperature sensor (stock black ones suck) If you dont have one you can go to ecs tuning to get one.
If that is not the case it can be a sticky thermostat + while ur at it give it a coolant flush.
Ok now audi gurus flame me for being wrong. But yeah the whole situation is ExACTLY like mine so give that a try. They are really cheap fixes too if you know how to do them your self. Replacing the thermostat was a bIATCH though because it was so cramped.

Thanks for all the help. The other day the compressor came on. Im guessing loose wire somewhere, but no luck on the fans.. Ive been driving it with no overheating yet.
My temp guage was wondering around the other day, so I think im going to order the "greentop" sensor and see what happens.
