Hi, a little more info please? How do you know it isn't the bulb - did you swap them to make sure? Can you swap the ballasts? They are screwed underneath the headlight, you might just have to swap headlights from side to side instead of un-screwing the ballasts. As far the fuse goes, you will have to check that yourself, there should be a fuse listing on the fuse door on the left side of your dash.

OK, then it's your ballast. If it was a fuse, then the other side would not work. If you tried other HID bulbs that you KNOW work and it still does not power on, there is nothing left to blame but the ballast. It is NOT located inside your headlight, it is located UNDERNEATH the headlight and is held by 6 screws if your car came with OEM HID's. You can get a replacement OEM ballast or buy an aftermarket kit at DDM-Tuning and install it.

There are individual fuses for left and right headlights. Check fuses before buying parts.

Don't buy a kit from DDM. Their ballasts will be lower quality than an OEM brand like Matsushita or Denso.
