If you're changing cam seals you'll need it. If not, at least on the V6 cars, you don't need it. With the engine indexed properly (cylinder 3 at TDC on the compression stroke) the cams won't spin on you. Been there, done that many times.
And thinking about it, we did jiggleo's 1.8T without the cam tool and had no cam spin on that either. For that engine, index cylinder 1 rather than 3. No worries.

I made my own for the 2.8. Just used a piece of wood (spindle from a deck or something like that) and drilled 4 holes. Bought 2 1/4" bolts and nuts and 2 5/16" bolts and nuts and threaded them through the board. Double check the sizes for the bolts as I do not remember exactly.
