my brother recently got an audi a4. brought it to have the emissions done in CT. They said it won't pass because the CEL doesn't turn on at key position 2 or whenever the others turn on. I brought the car to Advanced and the scanner wouldn't connect properly to read any codes. Is there a fuse, relay or something that controls the diagnostics/ecu? could someone else have snipped a wire to get rid of the CEL? or am I looking at bigger problems?

Any help would be appreciated...I normally work on volvos so I'm a little confused. Thanks in advance!

I'm in CT and it's a 2.8 98 A4

 

Pull the cluster and make sure there's a bulb in the CEL slot first of all.
