My car has a giac chip in it and i was wondering if you can change programs on it like you can on the APR chips, they list different modes on their website, and mine is hardware and not a reflash

I think the best source for an answer to that question is GIAC. If the chip was acquired legitimately, they should have a record of your VIN, what hardware was installed, and when. Any answer we could give you here would just be speculation.
