ECM Start Up Procedure?

ECM Start Up Procedure?
Does anyone know if this is a start up procedure after replacing failed ECM?
My old ECM failed. It was tested by a technician on a higher end Snap-On scan tool. Showed ECM Defective
I got a replacement with exact ECM part number. Company said that it was programmed for my car.
Received it, installed and car is not responding.
Can anyone give me some advice as to what to do?
