That happened to me a lot when I lived in PA, with fog but especially snow storms. Having bright headlights in a snowstorm is about as useful as a poopy flavored lolly pop (bonus points to whomever names the movie), because the light reflects off the snow. The low, flat fog beams work much better.

Back OT, I'm going to agree with Devil in that jumping a fuse isn't going to work for you, you're gonna have to do some re-wiring.
