fuel gauge not functioning?

Default fuel gauge not functioning?

So I just bought my first car about 2 weeks ago my 99 a4 1.8. The previous owner told me the fuel gauge does not work & didn't think much of it but after trying some methods that haven't worked, now I'm drawing a blank.
So my issue is the fuel gauge, the oil temp gauge, and the coolant temp gauge is not working the needles are pointed on the E & the low fuel light comes on which makes me believe its something in the gauge cluster itself because I have not found anyone else with a similar problem. Although the needles do move about a millimeter high whenever I start the car.
the previous owner noted he replaced the cam follower so I tried to reset the cluster with the fuse method but that didn't work. any ideas?

Our cars have a fuel sending unit in the fuel tank, it measures the amount of fuel in the tank with like a floatation device and it sends the information to the cluster. My guess is the fuel sending unit is shot, you can try give it a clean or maybe even try find a second hand one.

It worked! I took it out from the fuel pump and the wire wasn't in place, so I cleaned the connections re soldered and threw it back in.

Soldering fixes a lot of problems in these cars. (I just repaired the HVAC control in my 1996.)
