Default Loss of power on 1998 a4 1.8 turbo quatro

Wont go over 60 mph and the rpms are up but just wont go. Runs smooth as ever, blows or leaks no oil, just changed the fuel filter, air filter.
I am thinking transmission? Down a hill it is not terrible, but any incline and struggles to hit 40 mph......help please

Do you have a manual or automatic transmission? Thats crucial information.

The car could also be in limp mode, does it feel like the car has less power?

If it's an automatic is it just not upshifting?
