I've had luck breaking that stuff down using CLR and hot water.

 

I have been cleaning the cooling system with purple power and water mixed 1:1.. fill it, run the car for a while, watching gauges and verifying with IR thermometer...got the vast majority of it cleaned out in about a half hour..
