Is the factory radio installed?

What scanner do you have?

Sounds like a K-line issue. If there's an aftermarket or broken radio in the car, usually you start there.

Check all the fuses. I believe there is a K-line fuse. Then, pull the radio and be sure te connectors are not cut up or corroded. Use some stabilant or contact cleaner on them and plug the radio back in.

aftermarket stereos can disrupt the OBD port. its probably not a fuse.
