Default Power Steering Fluid, check when hot or cold?

This may sound like a stupid question but do you check the power steering fluid level when the engine is hot, or when it's cold?

Or shouldn't it make any difference?

Cheers.

I usually check it when the car is cold.

Cool nice one. It's just I checked when cold, and it was low-ish, so I topped it up, and now the powersteering is acting up a bit. But maybe it's just a problem with the pump. Thanks.

I thought I may have over filled it by filling it up from cold. But that's not the case then.

How many miles are on the car? Is it a creaking sound? If it is you have a bad outer tie rod end. I should be getting my car back from the shop today for that.
