Should the cruise control arm be connected to the pump below it on a 97 1.8t? Thanks!!

 

It'll help you get your answer to list your year, engine, and drivetrain (preferably in your sig so you don't have to type it all the time). It sounds like you have a 1.8T, so one of the turbo guys should be able to chime in shortly.
