Speedo and rev meter wonky

I'm having an issue with my audi A4 1996 1.8L non-turbo. I thought that the speed sensor was bust but I have since replaced that and now my main thought is that it could be the gauge cluster. Just looking to anyone else to verify this would be the next bet. I had a bad battery for a while and ended up jump starting the car a bit so it could have had some whacky flow on effects.
Symtomps are basically:
Perhaps 1/2 the time the rev meter just bounces (with a low ticking noise/high frequency) on zero and the speedo doesn't move. This happens when the car is stationary and also when the engine hasn't been turned on yet - key in, turned to running. My thoughts are if it was mechanical it would only do this when the engine was running, seems electrical. Other option was the engine speed sensor however i have unplugged this and also turned the car to running with the same results (cant turn the car on, it just winds over when the ess is out). The rest of the gauges work as they should.
Any help would be great! I'm going to look around for another gauge cluster in the mean time

Did you check your fuses at all? I was surprised to find that when a certain fuse blows my cluster will have its needles freeze when turning the car off in strange positions.. then when the car is turned back on the needles literally shake their way back to zero.
