Could be both. He got a ticket for something else and the yellow lights added on to the ticket.

It's a fix it, but there's no such thing anymore in CA.

There is but you know how it used to be $15 bucks if you get it fixed? It's around $50+ nowadays.

It's pretty much a luck thing. If you like it, I'd say go for it.
