its pretty damn tough. do you have a proper valve spring compressor? The best advice I can give is dab some grease on the keepers. Compress the spring and with a very narrow needle nose put the keepers in. The grease will kind of act like glue.
Or, compress the spring. With a magnet, put the keeper in the hole. Slowly decompress the spring and the keeper should pop in the groove. Then compress the spring again to add the other keeper on that valve.

Got the Lisle 36050 Valve Keeper Remover and Installer Kit
Tried it a few times does not work for me. Guess I will get a valve spring compressor or take it to the machine shop.
