Default 2005 1.8t A4 cooling fan problems

Car is overheating and not cooling the a/c. They only spin in low speed and shut on and off!!!! What can be the problem? I was going to start by changing the fans but noticed it had a control module attached. Where do I start. thanks

update 1: problem solved! Ok so we found out the passenger side fan was shorted out and was causing the fan control to not send out any signal to the driver side fan. So this was also causing the a/c to not cool and send off high head pressures. I will be replacing the passenger side fan and fan control module. This should get everything back to normal. I will be back to confirm.

update 2: Ok so we replaced the pass fan and fan control module, added some refrigerant and everything is back to normal.
