Post engine coolant sensor circuit high

Hi all

Took my Audi A4 2.0TDI 2005 in to Audi to get a diagnostic check done and it came back with P0118 engine coolant temperature sensor 1 circuit high.
I have changed the ect sensor with a genuine audi one before it went in to get scanned, The temperature gauge dos'nt move off the cold unless the car is booted going up hill, dosnt even reach the first notch even on a really hot day, When it does move, after you stop booting it up hill it drops back to cold again.
The thermostat was changed as well 88degree

What does high circuit mean?

Any ideas on what wrong?

Did read about trying this but not sure if this could cause further damage or not

unplug the sensor and, using a fused jumper wire, jumper the two terminals of the connector together. The temperature reading should now be maxed out
