Default help can't pass emissions

I have '99 A6 avant, with all the typical problems. I had to put in new battery two days ago. I take it in for emissions test today and it says system unready. They say it's because of having battery recently removed, that it has to go through a "drive cycle" before system is ready. They say a drive cycle includes freeway driving and complete cool down.
My question is this, my cats are shot I turned off CIL to get through emissions, is this why system is "unready" or is it really because of new battery. CIL is back on now, if I turn it back off and go through drive cycle will it work, or do I got to fork out the $$$ for new cats. Thanks for any tips

Default update

I made it through, I don't know why, it said catalyst was unready. but they passed me I got my stickers, so I'm good for two years. Maybe in two years I can replace those cats.
For anyone with similar problem my advice is turn off CIL with scan tool, then drive the hell out of your car, get it hot, get down to test station where you will probably wait for a while, the car will cool down, but hopefully not trip CIL.
This is not a fool proof plan, but worked for me. Good luck.

The reason your car passed is your Catalyst monitor runs last after clearing. In california you are allowed one monitor not run. So you drove it enough to get most of the monitors to run. Your malfunction indicator lamp will probably come on sooner or later when the catalyst monitor runs.

Just went to the inspection station myself literally 10 min ago. My car was also "unready". But I now know thanks to the technician that in North Carolina cars from 96-03? can have up to 3 "NOT READY CODES" and still pass inspection as long as your CEL is not on. I personally had 6 NOT READY CODES because I reset all my codes 15 min prior to driving to the inspection station. By the time I drove <10 home, 2 of the NOT READY CODES went away. So all i should have to do now is let my car cool completely to finish its drive cycle, and head back to the inspection station tomorrow.
