Default A4 TDI Power Problems

Hi,
I have a 1997 a4 1.9 tdi se.
The car has a serious lack of power. 0-60 in circa 14-17 seconds.
The turbo seems to cut out at times particuarly when i reach 80mph and it takes about 5 minutes to get from 60 - 100.

I don't know if the problem is related, but as I accelerate off, and even when driving, there is quite often a Lot of black exhaust fumes.

My thoughts are that it could be either a turbo problem, or a problem with the air expuslion from the car like a blockage somewhere between the air filter and back box???

Any help would be greatlt appreciated,

Chris

I've seen a couple issues with intake restrictions, take a look inside the throttle body and look for carbon buildup near the egr inlet pipe.
