Default head bolt question 05 a4 1.8t

im reinstalling my cylinder head on my 05 audi a4 Quattro 1.8t had blown head gasket .my alldata says I believe 40nm wich is aprox 30ft pds then add 180 degree .so I torqued all to 30ft pds in proper order and got a additional 90 degrees on all.now when I try to get the other 90 degrees the bolts feel like they stopped I cant budge like its going to break the tool or the head bolt.the head bolts are brand new and I don't want to have to remove the head due to breaking head bolt or break the tool.does anyone know if this is correct or is there another procedure or specs.i have done several heads on many vehicles with stretch bolts and non stretch bolts these feel stopped and just don't want to break and have to replace head gasket and bolts due to snapping a head bolt.if this is normal feeling like there going to snap then I will try to get another 90 degrees.just figured I would get a more audi experienced suggestion before I break bolts thank you for any help much appreciated
