if your not able to run 14lbs of boost and your not "chipped" then it will not be you any good to change the spring to 14lbs because you will not have enough pressure to open it

the stock tubo can handle 20 psi of boost but you need a chip to get 20 psi out of it if you just get a manual boost controller and turn it up you will go into limp mode and could damage the motor i run 18 psi of boost from a stock turbo and since i am chipped i have no problems.

The DV should be matched to the boost of the car. If you put to high of a spring rate in the DV, it will not open all the way, & much slower. This will cause some boost lag, & slow spooling of the turbo.
