simple really if only one cam is turning then the other is detached so if the cam chain isn't broke then the cam isor the cam sprocket is spinning and that would mean its not connected to the cam shaft, remove the sprocket which the timing belt goes over and check if the pin on the rear is snapped ( very common when not tight )

sounds like you found a horrible dealer. My audi dealer always does estimates for free. In many states its the law. They may charge a diagnostic fee but often under $100. find a new dealer and report those guys to audiusa.
