I seem to have a problem with FedEx not delivering my packages on time. UPS has always been good to me. Maybe the service is different between the different regions.

I was a temp worker for UPS during this past holiday season. If you are having frequent problems with packages getting misdelivered, could it be your address? If you don't want packages left at your house, it would probably be best to get them shipped to your work.

I had some service quality issue with Safeway once, and I did the same thing, mailed the CEO, the head of HR in CA(as I was there at the time) vice president of operations in west coast. In the morning, I had five different responses, including two with phone nos. My complaint was handled professionally and with concern. They sent the store manager to Irvine for further training, as she was the one who misbehaved, and refrained her from joining the duty back until she finished the training for a week.

The CEO, and sr management emails are checked by their secretaries before they access it, so to filter the spam and trivial emails, the complaints however may rarely reach the sr. management, but are surely directed by their secretaries to managers of concerned departments.

I hope it works for you.
