7.5Volts input to Alternator?

7.5Volts input to Alternator?
I just changed my alternator and the new one isn't charging either. (yea I bought a rebuild I know.) I tested the voltage input into the alternator (blue wire) and it's reading 7.5 Volts, is that correct or should it be 12 Volts?
