Default Brake Question

I have a question about my brakes. Everytime I attempt to come to a stop the car skids. What I mean by skids is that it feels like if I was trying to brake really hard through snow type feeling. It just skids and keeps going.

I am not really sure how to describe it.

is it icy out there? or snow? if it is its probably the ABS system which doesn't work well in those conditions ( I call it a judder ) like the peddle is pulsing and feels like a skid but its normal

There was some snow on the ground but no ice. This was happening on dry pavement where there was no snow.

it could be down to momentarily lose of traction ( are any CEL/ABS lights on? ) and does it do it all the time?

it sounds like a random issue rather than a fault then and probably ok as long as its not doing it all the time
