Default Starter/Electrical problem

Hi: Yesterday I bought a 1989 100 Quattro with 196,000 mi. I drove it quite a bit before buying it, and then drove it home last night. Today it wouldn't start. Seems to be plenty of juice, and the voltmeter was showing it was charging last night. I rolled it and it started and ran fine. Battery looks recent, so I'm assuming a bad starter, but I know from past experience that these cars can have odd electrical issues. The reason I'm concerned is that I am now noticing a constant ticking sound, much like a flasher, coming from the passenger footwell. Does anyone have any idea what this ticking may be, and is it likely that there may be some other electrical problem preventing the starter from doing its thing?

Thanks
