that there's your problem (at least part of it). pepboys used to carrycrap - sunpro (although i had a set for temporary use and they worked), and the really good brand- auto meter. i never had a netami gage, but my guess is thatpepboys replaced their crap with more crap. i would get autometer againat least for the quality. good luck

sunpro is at least decent, i'm sure it's better than netami. my friend has it in his turbo tercel and it reads fine, i don't really care about brand, i just want it to read the right crap. my fingers are sore as hell playing around with the netami crap. oh well. gonna test it out tomorrow, i kinda put the sunpro gauge in, and it read about 3-4 psi. but that's a good thing because i didn't put it in fully yet, i just did a quicky, gonna install it tomorrow when im not as tired. when i had it in, i didn't have it fully bolted in, so i air was leaking through the vac hose, im sure i'll be boosting at the right psi when i install it correctly.
Check to make sure the vac line from the manifold to the dv doesn't have any holes of cracks, that could be holding your dv open slightly keeping you from making much boost.
