Cincy & Tech79 have 100%got it. Cam timing and more than 4 valves per cylinder are normally asperated (NA) modifications that are very sensitive to the fluid dynamics of the intake air mass where the maximum pressure is 1 bar absolute (atmosphere). The trick is to get as much air at greatly reduced pressures into the cylinder by increasing lift, duration, and overlap while avoiding any intimate contact between the spinning bits of the engine. Now start at 2 bar absolute (14.7psig) and believe it or not you'll get twice as much air into the cylinder, even with a 2 valve per cylinder engine with stock, conservative cams. There are a bunch of other factors like pressure reflections, boundary layers, and centripital forces that constitute a greater influence on a NA enginebut fall into the noise region of concern when you add a turbochrager or supercharger.
Kemp, when two of the more respected members, both say there are other components that provide more bang for the buck, you should at least investigate their suggestions, and quit grinding.

If you want to controll your timing your gonna need to get a new system. you can't adjust it with vag on the nDBW, so your gonna need to get a MSD ignition, 034 standalone, megasquirt, possibly E-manage(I think its only really good with jap cars though not sure). As far as putting new cams when you go Big turbo, your gonna need to build your bottom end and build the head to get any real effectiveness out of cams. I don't think the stock bottom end will handle 8000+ rpms. and as far as tunning your gonna have to go all custom with cams cause there is no program(that i'm aware of) out there

The emanage would work, greddy even made a turbo kit (sucks) and tuned a 00 golf with one.

The bottom end is fine revving, its the head that cant rev to past 8k. The stock head actually can rev to 8k but not recommend to rev it much past 7.5k.

But again, he likes to waste money on nonproductive things

LOL, if you say so. Just bugs me that it has a name and people call it something its not. Its like calling a NA car nonturbo.
