Default Try this...

Do you have a handheld digital multimeter/voltmeter? If not, get one (around $10 for one at the auto parts store). Install fog bulbs and plug them into the harnesses. One wire will be a ground, and one will be electrically hot. With the switch turned on, probe both wires/contacts, and see if you're getting voltage to the bulbs. Chances are, it won't work and you won't find voltage at either wire (if you did, the bulbs would light up unless they were both blown, but since yours are new, they shouldn't be). If no voltage is present, either your fuse is blown or your relay is not working right (or an outside chance - there's a broken wire somewhere or you have a bad switch, but I seriously doubt either of these). I don't know the location of the foglight relay, but find it, and with the switch turned on, tap it moderately with a wrench or other soild tool. Mechanical relays can stick sometimes, and doing this can get them to latch. If you find that it's not working even after tapping it, take another relay from somewhere else and swap it in. There should be information on the relay itself as to current ratings and such - make sure to use another relay of the same rating. If they then work, then you've proven that the relay is bad. Take your original fog light relay, plug it into the location that you pulled the other one from, and make sure that system now will not work (confirmation that the relay itself is bad). Get a replacement and you're good to go.
