looks like it is the switch not the fuse. which would also explain the cruise control not working[&:] now all i need is a t30 and t55 torx wrench. i really need to get my own place with a garage and a lot of tools[&o]

I checked, the high beams and lows are different bulbs.

You may want to swap a new one in there just in case, its a lot easier than taking the steering column apart. But since your cruise is bad too, and both lights, it sounds like maybe the switch is the culprit.
