Default hood stuck

Anybody know how to release a stuck hood lock on an '98 A4? The cable appears intact but with some slack. I've taken the grill off and can see the attachment bolts on the hood. It appears that I could disconnect the steel "loop" from the hood but wonder if there's an easier way.

I'm not sure where the hood is stuck, but when you do apply force, just make sure the area is reinforced so you don't get any unwanted dents or warps.
