How can I tell if all 4 brakes are working?
not trying to be funny, but maybe your front pads are worn?
Did you get the brakes fixed recently? Could be incorrect brake power adjustment to more rear than front biased

I'm pretty sure you would know if your front brakes were not working. They pull a lot more duty then the rears. Your braking performance would really suck especially if you were doing repeated stops from highway speeds. And obviously your rear wheels would have a tendency to lock up and because of this you would feel the ABS going to work (if you've never felt this it would seem very strange with the noise and feel in the pedal...hard to explain but it would feel like something is wrong.)
I guess another way to find out is if you're FWD you can try going forward (slowly) with the brake pedal pushed down firmly and then try again with the e-brake on and see if it feels similar. I've never done that but it just seems like it would logically give you an idea if your front brakes are working.

another thing, If you smell a clutch smell after driving the car and breaking normily, try to find the tire making the smell. Without front brakes. as said ^^^ they will pull doubel duty and probably smell really bad.
Instead of nearly killing yourself by jacking the car up and flooring it while your friends stand by and drink a beer or flooring downhill on gravel roads tearin apart your paint job, you could just spend $50 and take it to a shop and find out. This will probably be better than the event of one of your jack stands falling over sending your car into the wall of your garage or you sliding down a ditch uncontrollably (something i've done by the way, fun but not worth it after damaging the exhaust system of my Jeep

Who said anything about touching the gas while the car is up on jack stands? You don't even have to turn the car on. Put it in neutral and/or push the clutch in and manually turn the wheels and use the brake.
simply jack the front off the ground and press the breaks and get a helper to try to spin the wheels then do the same with the rears but the correct way would be on a rolling road to check how good they are working
Rear bias on brake dust for B6's is unfortunately common (you should find some previous posts with a search). According to Audi this is normal although that's all they would say. I've already had my rear brake pads replaced, but the fronts are still great. In an experiment, I drove for an entire week with ESP turned off, and saw that the dust buildup on the rears was less than usual. My guess is that Bosch went overboard and that the EFS is too intrusive (safety natzis).
