Turbo wont start!!

hi,

For approx 1 month ive got serious problems with my car A4 2004

My car works perfectly if outside is +12 degrees (turbo works)
But if is under 12 degrees my car turbo doesnt start..car works like sh..t 50-60 total hp

Ive searched in other forums and told me to change the debitmeter...now i've changed it the same.

Ive made a test during 1000-3000 rpm
