What is this part?

Ok I know what it is now! LOL, had to sort through all the posts but thanks for the info. If thats just air regulation why is there goo all over it? Its more than likely oil from the valve cover. My brothers car had the entire hard pipes connectingthe regulator to the intake about 40-50% clogged. We ditched the regulator for a catch can and the hardline for rubber hose and ran it back to the intake. The car cleaned out its system in a couple weeks and now it barely has any oil pooling in the can.
Hmmmm fishy. Does it have a bleedoff on it for excess pressure that vents into the open air? The excess pressure bleeds off back into the intake, only problem is it brings oil vapor with it.
I understand there are oil vapors in teh valve cover but how would the oil be getting out. You most likely have a build up and its forcing it out the connections.
Anyways it looks like its just two hose clamps holding it on...shouldnt be hard to replace. This valve couldnt be causing my severe loss of power and turbo lagg symptoms could it?Maybe. My brothers car puked some really nasty and thick stuff that never should of been in there. Take of the clamps (they will need to be replaced with new clamps) and check the pipes. You can either clean them or replace with rubber hose and a catch can if you choose.

Well i got it off.....no clogging. The dealership was replacing my fuel pump and looked at it, said it was fine. I guess the hose clamps just werent tight enough to prevent some dribbling.

O, and FYI, they stated it is venting for the crank case, not the valve cover, and its sort of a "baffle". Whatever, its 68 bucks i dont need to spend
