As for your hesitation and not starting on cold days, it may just be a simple battery issue. When was the last time you changed the battery?

If the fuel pump is working and you are still not getting fuel, you may want to check the coolant temperature sensor. Fuel injectors require input from CTS and if the CTS is shot, I heard cases where cars don't start.
