Headlight washer adjustment

Headlight washer adjustment
My driver side headlight washer knocks the bumper on the way up and gets stuck on it on the way down. Is there a way to adjust it so it sits forward more avoiding the bumper?
Edit: I ended up just chiseling away some of the bumper and its fine for now.
