Default Clicking Noise at Low RPM's

When my heat or air conditioning is on and the engine is at low RPM's (usually at/near idle), there is this clicking noise that is fairly loud. When outside of the car, you can clearly hear it, and it sounds like it's coming from somewhere directly in front of the driver's seat. Any idea's on what it could be?

It's only when I decelerate to low RPM's. It usually isn't even when I first start the car and have the AC/Heat on. Usually what happens is i'll take off driving, then about the 2nd or 3rd light/stop sign I hit, about 10 ft before I come to a complete stop I hear this fast click*click*click*click*click noise. When I turn off the AC/Heat, it stops immediately. It does not do it at any normal driving speeds.

Well, if it's dependent on the air being on or not - Google "actuator motor clicking". Warning: I have no idea what I'm taking about.
