Different type of thermostat question...

I've been searching thermostat/temp posts and can't find one to answer my question.
I recently installed a green top temp sensor in my car. About 2 weeks after my CEL come back on with the p1296 code, for the temp sensor/thermostat.
Anyways, it was then I started searching and realized something is wrong... My temp gauge, for as long as I have had the car has always read at the quarter tick mark. After I changed the sensor, it would normally go to the half way tick mark, but then drop back down to the quarter. After realizing that having the temp gauge read at the half way mark was normal, I checked my engine temp through the HVAC. The HVAC shows that the temp is 90* C - which is normal for the TT as I understand. And it holds steady there.
So is this possibly caused by my thermostat??
I think I've had this problem before with other cars, but can't recall correctly. And before mentioning it...I will be replacing the water pump/timing belt etc. in a month or two, and I doubt it's caused by the waterpump...TIA
