I believe the wiring harness is going to be different for canada made models, however i may not be correct. Maybe McGovs1.8B5 can shed some light on this as he seems to be from canada. A part number for the relay may help.

 

I'm not from Canada but I have seen many Canadian members talk of this. Including vgo, whos sig pic clearly shows fogs on w/o lows and he's from Toronto.
